The price of the import, export, temporary import, re-export, transit, and transshipment container loading and unloading services in some areas rises about 10% compared to the price bracket prescribed in Circular 54.
The Ministry of Transport has issued Circular 39/2023 about the issuance of a new price bracket for pilot services, services using bridges, wharves, mooring buoys, container loading and unloading services, and towing services at Vietnam’s seaports.
According to Circular 39/2023, there have been adjustments in the price of container loading and unloading services, compared to Circular 54/2018, in some areas, especially deep-water ports. The new Circular will take effect from the date of February 15th, 2024, replacing Circular 54/2018.
The new Circular states that there is no change in the price of domestic container loading and unloading services compared to that given in the current regulations. Accordingly, the domestic container loading and unloading services range from VND260,000 – VND427,000/20-feet container, from VND439,000 – VND627,000/40-feet container; VND658,000 – VND940,000/over 40-feet container with goods.
It is noteworthy that in this Circular, the price of import, export, temporary import, re-export, transit, transshipment container loading, and unloading services has been adjusted and increased by about 10% compared to that prescribed in Circular 54.
More specifically, the price of import, export, temporary import, and re-export container loading and unloading services in Area I ranges from USD36-53/20-feet container and USD55-81/40-feet container; in seaport group No.5 from USD23-27/20-feet container and USD34-41/40-feet container.
There is a specific price frame for deep-water seaports including Lach Huyen and Cai Mep. To get more specific, for import, export, temporary import, and re-export containers, the price range for loading and unloading services from ships (barges) to the port yard ranges from USD57-66/20-feet container with goods; USD85-97/40-feet container, and USD94-108/over 40-feet container. For transit and transshipment containers, it ranges from USD34-40/20-feet container and USD51-58/40-feet container with goods.
For the loading and unloading price for oversized and overloaded containers, containers with dangerous goods, and containers with special loading, unloading, and preservation requirements that incur additional fees, the price frame doesn’t exceed 150% of the prescribed price bracket.
In case a seaport enterprise needs to arrange additional specialized equipment as support to load or unload goods, the service price of this equipment is agreed upon by both parties.
For new container lines at seaport Area II and seaports at the Mekong Delta, seaport enterprises can apply the loading and unloading services that equal 80% of the prescribed price frame within 3 years from the date of officially opening a new line.
This Circular also notes that depending on some elements to form price changes, the service price may be lower than the minimum price or higher than the maximum price in the price bracket prescribed in the Circular, and enterprises supplying services at seaports have to build and submit a price profile to the Vietnam Maritime Administration (VMA). The VMA is responsible for appraising this profile, reporting, and asking The Ministry of Transportation for consideration and decision.
